With regard to the Singapore Government’s accession to the HCCH Convention of 5 October 1961 Abolishing the Requirement of Legalisation for Foreign Public Documents, please be advised that as a Contracting Party to the Convention, Russian Federation accepts and recognizes Apostille stamps on official public and private documents issued in foreign states.

The ceremony of signing of the Memorandum of Understanding between ASEAN and the Russian Federation on Cooperation in the Field of Disaster Management by the Secretary-General of ASEAN H.E. Dato Lim Jock Hoi took place at the ASEAN Secretariat in Jakarta on 19 February 2021. Ambassador of the Russian Federation to ASEAN H.E. Alexander Ivanov and the Permanent Representative of Brunei Darussalam to ASEAN H.E. Hairani Tajuddin, the current Chair of the Association, took part in the ceremony.
The Minister of the Russian Federation for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters H.E. Yevgeny Zinichev also signed the MOU in a separate event in Moscow on the same day.
The Memorandum opens up new broad opportunities for deepening ASEAN-Russia cooperation in such important areas as warning and monitoring hazards, facilitating the exchange of advanced technologies, training of professionals, encouraging assistance in disaster emergency response. Interaction on these issues will contribute to the implementation of ASEAN-Russia Strategic Partnership which covers a wide range of cooperation in the fields of politics and security, economy and trade, and the social and cultural ties.
This agreement marks a significant milestone in the ASEAN-Russia Strategic Partnership in the year of the 30th Anniversary of ASEAN-Russia Relations and the 25th Anniversary of ASEAN-Russia Dialogue Partnership in 2021.
