On the resumption of all types of visas issuance for Singapore Residents to enter the territory of the Russian Federation
The Russian Embassy is pleased to confirm that according to the amendments made on February 12, 2021 to the Decree of the Government of the Russian Federation № 635-р dated March 16, 2020 to protect citizens’ health and prevent the spread of the novel coronavirus infection on the territory of the Russian Federation, the entry ban for foreign nationals no longer applies to Singapore Citizens, Permanent Residents and Long-Term Pass and Work Passes Holders.
From today onwards, the above-mentioned categories can apply for all types of Russian visas, including tourist, general business and study visas, and respectively enter the territory of the Russian Federation.

Please note the following prevailing requirements for entry into the Russian Federation from the territory of the Republic of Singapore:
(1) Singapore Citizens, Permanent Residents, Long-Term Visit Pass and all types of Work Passes holders can arrive in the territory of the Russian Federation via Singapore-Moscow direct flights or from the third countries international flights with which have been resumed by the decision of the Russian Government (http://www.consultant.ru/document/cons_doc_LAW_347693/1e0230cb4569f47d53d2d38fb2d30fa798e8d12f/ , check Russian Government website for information in English http://government.ru/en/). We highly recommend to closely follow information regarding resumption on flights to Russia from the third counties and check their transit requirements before the flight;
(2) Prior to a flight, they must obtain a printed medical certificate with negative Coronavirus (COVID-19) PCR test result in English language (translation into Russian is not required) made no earlier than three calendar days before arrival in the Russian Federation;
(3) Apart from a negative PCR test result certificate, Permanent Residents, Long-Term Visit Pass and all types of Work Passes holders must provide evidence of their long-term stay in Singapore;
Both a PCR-test result and an evidence of long-term stay must be submitted to the Russian border control service officers upon arrival in Moscow, otherwise passengers will not be allowed to enter the Russian Federation.
(4) Quarantine or additional PCR-test upon arrival in Moscow for foreign nationals (except for travellers arriving from the territory of UK) is not required unless conditioned by your sponsoring party in Russia.
The Russian Embassy reminds all travellers to comply with governmental restrictions/requirements regarding the spread of COVID-19 in the Russian Federation including compulsory wearing of masks in crowded public areas and public transportation.
