Visa transfer from expired or damaged passport
If your passport with a valid Russian visa was canceled or damaged, the Russian border authorities will not let you cross the Russian state border even if you have a new valid passport together with the old one.
In this regard, and in order to avoid conflicts at the border, foreign citizens need to transfer a visa from a canceled passport to a new one at any diplomatic or consular mission of the Russian Federation well in advance of a trip to Russia.
According to paragraph 80 of the "Regulation on the establishment of a visa form, the procedure and conditions for applying for and issuing it, extending its validity, restoring it in case of loss, as well as the procedure for canceling a visa", approved by Decree of the Government of the Russian Federation of June 9, 2003 No. 335, if a foreign citizen with a valid Russian visa has received a new national passport and the previous passport has been canceled, the visa can be restored in the new passport upon written application of this foreign citizen.
To restore a visa, the following documents are required:
- old canceled or damaged passport with a valid visa;
- new valid passport;
- visa application form with 1 photograph (color, on a white background, size 3.5x4.5 cm);
If the visa was originally issued not in Singapore, then its transfer to a new passport is possible only after checking the grounds for issuance (it may take several days).
